New York City Local Law 10/81
ANNUAL ELEVATOR & ESCALATOR INSPECTION...
New York's City Council amended its Building Code in 1981, to include additional inspections of elevators and escalators, as many elevators were operating unsafely and some serious accidents had occurred. The current law mandates three (3) inspections each year for elevators and escalators in New York City.
The ruling, Local Law 10/81, requires two of the three inspections be performed by a New York City Department of Buildings' Inspector. The third annual examination must be completed by an independent, licensed elevator inspection agency. Only City-Certified and approved inspection firms can perform the third inspection.
Many code-enforcing agencies recommend that your third inspection be performed by an independent agency, with no direct involvement in elevator repairs or maintenance. Staying away from all conflicts of interest means you will get an objective third-party opinion on your elevator system's condition. In this Age of Litigation, you need the assurance that your elevators and escalators are operating safely.
The Mandated Inspection (LL 10/81) must be performed every year between January 1st and September 15th. (Note: The city levies penalties in excess of $1,000.00 per device, per inspection for noncompliance.
